The Doom Horrors who //can// destroy Thrones (for there's one who can't) need to be established in the province on the strategic map, which means they have to have the province. They don't need to have the [[fort]]; yes, they can **destroy Thrones through forts**, merely by having the province under [[Siege]]. This is far less consistent, however. Only one Doom Horror can always destroy Thrones through forts, and that's because they destroy the forts as well.
