Insane

A commander with Insane(X) will have an X% chance before the start of each turn to refuse accepting commands from the player this turn and perform some random action instead. Available action will depend on a unit itself. For example, a Tartarian Titan will be likely to pillage or destroy your temple, while regular commanders will be less likely to do so. This way, commanders may perform actions normally unavailable to them, like research or preach, or even normally unscriptable actions like "See the signs" or "That is not a star" which have no effect.
