A unit with divine insights may research even if they would otherwise be unable to do so, however the number of them which can research in any given province is capped by the local dominion value. Having "Auto-Assign Commanders" enabled in the Options menu allows them to Research past the local maximum in the turn you get them, however (this is most certainly a bug).
