The unit produces additional resource for the current province by the displayed value. The bonus is unaffected by Scales, giving you the full benefit even at Sloth, and no extra benefit at Productivity.

Ice Forging produces resources based on the temperature of the province. The amount in Cold 1 is the displayed value of the ability, which is doubled or tripled in Cold 2 and 3 respectively. At neutral temperature or Heat, no extra resources are generated.
