There are two types of Magic Beings: lifeforms so perfect and complex that they clash with the standard comprehension of this world, and lifeforms so simple and idiotic that they're outside comprehension in the other direction. Imagine the bell curve meme.
For example, an Angel is a creature of the Heavenly Spheres, a purely spiritual being made flesh. A Void Being is an alien of this world, if not this reality, of fundamentally different stock due to coming into existence in a completely different environment. A Frog is a tiny amphibian from the early shaping of the world, operating purely on instinct (unless it's a poor schlub who got transformed by a witch of Man). And a Vine Man, an ancient force of the world given only a rough approximation of life by magic, can easily be seen as either class of Magic folk. Either way, some sort of magic lets them operate within the Spheres of this game.
Magic Leadership is required in order to lead these beings. Is it mind control? Maybe for some. Is it harmonization of souls so that two beings can be on a similar page? Probably.
Mindless Magic Beings have no allegiance beyond the magical commands instilled in them and stop fighting without such leadership; in-game, this is abstracted by them literally dissolving, coming apart as they have no reason to exist. Other Magic Beings would merely rout.
